Tensions soar over new fund for climate 'loss and damage' ahead of COP28

Disagreements between rich and poor nations over the management of a fund to address the "loss and damage" caused by climate change could disrupt the upcoming COP28 UN climate summit in Dubai. The fund, agreed upon at COP27, is intended to help countries affected by climate change access funding. Developed countries, led by the US, want the fund to be hosted by the World Bank, while developing nations prefer an independent fund. A transitional committee is due to meet again in November.
